The Housing Navigator program is designed to enhance the availability
of safe, affordable, and integrated housing options for older adults and
individuals with disabilities.
The primary objective is to increase the inventory of housing availability
in the community.

Housing Navigation
Housing navigation involves addressing systemic barriers, advocating for equitable policies, and increasing the availability of safe, affordable, and stable housing which are achieved through the following activities:

Conducting an inventory of independent, integrated, accessible, and affordable housing
Educating state and local officials and policymakers about housing policies, practices, and procedures that will help expand housing opportunities.
Advocating for the necessary changes in housing policies, practices, and procedures.
Supporting the initiatives of the Money Follow the Person Demonstration.
Responding to housing policies at local levels (through the Consolidated Plan, Housing Authority Plans, Community Development Block Grant, and Low-Income Housing Tax Credit Program).
Participating in various engagements that allow for verbal or written testimony to address housing needs.
Supporting local coalitions that work toward affordable, accessible, and integrated housing.
Establishing relationships with independent rental owners and property managers to increase the availability of properties.
Engaging with and supporting housing developers to bring additional housing into the area through state and local housing programs.
Partnership & Collaboration
The ADRC is open to forming partnerships and collaborating with organizations
to improve housing accessibility and affordability.
We are dedicated to providing comprehensive support and resources to help
individuals and families manage long-term care and maintain their independence.

Housing navigation services assist individuals in finding safe, affordable, and accessible housing, with option counselors providing information on available resources.
ADRC does not find/place individuals in housing, we assist people in identifying available housing options
Our Options Counselors are here to assist you in understanding your housing options. They will walk you through the various housing programs available and help you explore options that you may not have previously considered, such as shared housing or boarding homes.
Our counselors will provide you with all the necessary information to make an informed decision and support you in planning for a suitable housing solution.

Builders of Hope’s programs provide security, stability and freedom from the fear homelessness for DFW families. BOH's Homeownership Center goal is to increase economic mobility and access to homeownership through education.
Care Church Care Corps
The Care Corps ministry does not offer rental assistance, but can consider a very limited number of requests for assistance with utility bills (excluding Green Mountain). Consideration for funds is available only to those whose rent is current and who live in the city of Richardson and in Richardson ISD zip codes (75041, 75042, 75044, 75080, 75081, 75082, 75230, 75231, 75238, 75240, 75243, 75248, 75251, 75252, and 75254). Financial services are based on the availability of funds. Qualified applicants must meet certain demographic, geographic and income criteria to be authorized for funding.
City House
Serving Collin & Dallas County and the majority of North Texas, the mission of City House is to provide emergency shelter, transitional residential living and street outreach programs and services to at-risk children, youth and young adults (newborn to 22 years) who are in need due to abuse, neglect or homelessness, with a special focus on supporting the unique experiences of LGBTQ+ young people.

City of Dallas Licensed Boarding Homes
The City of Dallas does not represent or guarantee that this is a comprehensive list of registered homes and it may be updated and or change at any time. This list is for informational purposes only and is not, in any manner, an endorsement by the City of Dallas of any boarding home.
City of Irving
The City of Irving’s Housing and Redevelopment division helps provide housing-related and social services to stabilize neighborhoods and to help reduce the effects of poverty on Irving residents through the U.S. Department of Housing Urban Development (HUD) funds.
City of Mesquite
The Mesquite Housing Division administers the Section 8 Housing Choice Voucher (HCV) Program. This tenant-based rental assistance program is funded by the US Department of Housing and Urban Development (HUD).
Crisis Ministries
Limited financial assistance is available for various expenses (utilities, rent, transportation and repairs) are available to qualified individuals. Assistance is currently only available to Irving residents. Financial services are based on the availability of funds. Qualified applicants must meet certain demographic, geographic and income criteria to be authorized for funding.
DHA Housing Solutions for North Texas
DHA provides quality, affordable housing to low-income families and individuals through the effective and efficient administration of housing assistance programs across North Texas
Dallas County Comprehensive Energy Assistance Program (CEAP)
Dallas County Health and Human Services provides short-term emergency financial assistance to eligible Dallas County residents. Financial services are based on the availability of funds. Qualified applicants must meet certain demographic, geographic and income criteria to be authorized for funding.
Dallas County Housing Agency
Dallas County Health and Human Services offers multiple housing assistance programs that accommodate the needs of Dallas County residents as they progress from renting to owning their own home.
Dallas Hope Center
Dallas Hope Charities’ mission has been to reduce homelessness among young adults in North Texas with their LGBTQ-focused shelter in the Dallas area, tailored to the needs of individuals ages 18-24. Dallas Hope Center’s transitional living program is dual functioning: as stabilization and then to transitional living.
Dallas Housing Authority (DHA) Public Housing Properties
DHA-owned residences are affordable rental housing properties for low-to-moderate income families and individuals. DHA operates 31 properties, which includes approximately 5,000 units located throughout North Texas.

Denton County Friends of the Family (DCFOF) provides compassionate, comprehensive services to those impacted by rape, sexual abuse, and domestic violence, while partnering with the community to promote safety, hope, healing, justice, and prevention.
Disability Rights Texas
Disability Rights Texas is the protection and advocacy (P&A) agency for Texans with disabilities. P&As were created by Congress in the 1970s to ensure people with disabilities are safe from abuse and neglect and that they can exercise their legal right to be included in all aspects of their communities. We utilize a variety of legal strategies to help people with disabilities understand and exercise those rights.
Elevate North Texas
Elevate North Texas offers a short-term housing and personal case management for youth (18-24) in crisis, partnering with them to create a path to housing stability.
Emily's Place
Provides care for women fleeing domestic violence and their children for up to two years, giving families the time and support they need to find housing and achieve financial independence, away from their abuser.
Endeavors
Endeavors offers supportive services for veteran families and offers homelessness prevention & stabilization services.

Family Gateway

Fannie Harris Youth Center
he Fannie C. Harris Youth Center’s Drop-In Center serves homeless youth ages 14-21 with immediate support services. These services include access to showers, laundry facilities, meals, and clothing. The residential services component will serve unsheltered Dallas ISD high school students with emergency shelter and transitional living services.
Garland Housing Agency
The Garland Housing Agency assists low and moderate income families by placing them in privately owned apartments, houses and other residential dwellings, while paying only a proportionate share of their income for rent. The programs administered by the Garland Housing Agency include: Family Self-Sufficiency; Housing Choice Voucher Home Ownership; Housing Inspections; Section 8 Housing Choice Voucher
Genesis Women's Center
Genesis Women's Shelter provides safety, shelter and support to women and children experiencing domestic abuse. Genesis is committed to removing all obstacles a woman may face on her path to healing from the trauma of abuse.
Grand Prairie Housing & Neighborhood Services
The City of Grand Prairie's Housing and Neighborhood Services offers programs designed to assist the low-to-moderate income Grand Prairie residents with safe, affordable housing. We strive daily to make a difference in the lives of the participating families.
Home Point

TDHCA's low-income housing tax credit properties are affordable rental homes built by private developers using tax credits. They help working families, seniors and individuals with disabilities access rent that are lower then market rates. Tenants must meet income limits. This is not a subsidy program.
Texas Muslim Women's Foundation
Domestic Violence and Family Violence Services are provided by culturally diverse and multilingual staff who can speak over 20 languages. Services include 24/7 crisis hotline, housing, legal assistance, case management and counseling.

The Social Services & Support Program provides emergency assistance to individuals and families who have experienced a temporary financial crisis. Financial services are based on the availability of funds. For assistance, you must call with to speak with an intake caseworker. No walk-ins are allowed.
The Salvation Army Domestic Violence Program
Services include 24 hour crisis hotline, safe shelter, client advocacy, individual, family and group therapy, children services, safety planning, legal advocacy, life skills and education classes, and non-residential services.

Transition Resource Action Center (TRAC)
TRAC assists young people ages 16–24 who are transitioning out of foster or juvenile care and unhoused youth in North Texas. TRAC provides support needed to reach self-sufficiency, through individualized support, planning, and access to housing and community services.

Under 1 Roof provides supportive housing and other services to low-income individuals experiencing homelessness. Services include: prevention services, permanent supportive housing, rapid rehousing, case management, legal education and services.
